The visa type "C" , as well as the "long-stay temporary" visa, with a residence permit exemption, does not authorise you to apply for a residence permit. It authorises you to stay in France until the last day of its validity.
The procedure is the same if you have entered in France without a visa as a tourist for a period of up to 90 days: more information on the website of the Ministry of the Interior and Overseas France.
If you wish to study in France and obtain a residence permit, you must apply for a "long-stay student visa" from the French consulate in your country of origin.
In order to change your status from "student" to "employee", the first step is to submit your application via the demarches simplifie. The Prefecture will then schedule an appointment to process your application.
